For a Fresh Victory in Socialist Construction
The Workers' Party of Korea has dynamically led the struggle of the Korean people for a fresh victory in the socialist construction over the past five years according to the line advanced at its Eighth Congress.

He ushered in a new golden age of strengthening the whole Party and an era of achieving the comprehensive rejuvenation of the state in the period of the Eighth Party Central Committee with his extraordinary ideological and theoretical wisdom, outstanding leadership and gigantic revolutionary practice.
A New Golden Age of Strengthening the Whole Party
In his historic concluding speech at the Sixth Conference of Cell Secretaries of the WPK, he said the work of strengthening Party cells is the foundation of the building up and unity of the entire Party and the main key to accelerating socialist construction and presented important tasks facing the Party cells.
At the Second Conference of Secretaries of Primary Committees of the WPK, he said it is the mode of activities peculiar to our Party that the Party Central Committee adopts what the people desire as its policy and national policy and the primary committees of the whole Party thoroughly implement them for the benefit of the people and this is the theory on the role of the primary Party committee and the theory on attaching importance to the primary Party committee advocated by the Party Central Committee.
In his lecture given at the Central Cadres Training School of the WPK on October 17, 2022, he said the building of politics, organization, ideology, discipline and work style is the direction of our Party building in the new era.
Under his guidance, the organizing ability, fighting efficiency and activity of the organizations at all levels of the whole Party have been strengthened extraordinarily and the Party's leadership ability to guide the struggle for overall national prosperity has been further raised.
An Era of Achieving the Comprehensive Rejuvenation of the State
At the Eighth Congress of the WPK, Kim Jong Un
defined it as the general goal for building up cities and counties to turn every city and county into a strategic base of a highly civilized and prosperous socialist state and a developed region retaining their inherent characteristics.
In particular, he stressed the need to channel efforts into socialist rural construction, holding aloft the slogan "Forward towards fresh victory!" so as to achieve cultural progress peculiar to rural areas, a new development of our own style.
At the Fourth Plenary Meeting of the Eighth Central Committee of the WPK, he presented the tasks and ways to vigorously accelerate the rural revolution, saying it is the policy of rural construction of our Party to turn all rural villages in the country into rich and cultured socialist ideal villages in the near future.
He put forward the new "Regional Development 20×10 Policy" and energetically led the struggle for its implementation.
The "Regional Development 20×10 Policy" reflects the plan of the WPK to push ahead with the construction of modern regional-industry factories in 20 cities and counties every year and thus develop the basic material and cultural living standards of the people across the country onto a higher stage within ten years.
The Eleventh Plenary Meeting of the Eighth Central Committee of the WPK held in December 2024 formally included in the new regional development policy the construction of three essential objects, i.e. advanced public health facilities, leisure complexes and grain management facilities in parallel with that of regional-industry factories.

Under the wise leadership of the Party, the construction of 50,000 flats proceeded on a full scale in the capital city of Pyongyang and that of modern rural houses in all parts of the country.
