Groundbreaking ceremonies for construction of regional-industry factories held
  Groundbreaking ceremonies for construction of regional-industry factories in Kangdong, Jangyon, Puryong and Kim Jong Suk counties, regional-industry factories and a leisure complex in Kaephung District, and the Unsan Paper Mill for the implementation of the "Regional Development 20×10 Policy" took place on the spot respectively on February 28.
  Present there were Jo Yong Won, Kim Tok Hun and Choe Tong Myong, Secretaries of the Central Committee of the Workers' Party of Korea, Han Kwang Sang, Department Director of the Party Central Committee, Kim Su Gil, Chief Secretary of the Pyongyang Municipal Committee of the WPK, chief secretaries of the provincial Party committees, officials and working people in the provinces, counties and districts concerned, service personnel of the People's Army and builders.
  Speeches were made at the groundbreaking ceremonies.
  Speakers said a gigantic construction demanding huge investment is carried on every year and it is a grand construction campaign which can be done only by the respected Comrade Kim Jong Un who regards it as an urgent important work that brooks no delay to rebuild the regional economy on a completely new and advanced basis across the country and thus improve the level of material and cultural life of the local people, and makes unremitting efforts for it.
  They also said the people's pleasure and happiness will become greater and the country will confidently advance towards endless prosperity along with the growing number of the great entities intensively showing the Party's idea, policy and aesthetic view in the cities and counties across the country and ardently called on all to more vigorously advance towards the Ninth Party Congress to win only proud victories.
  Then, there were other speeches.
  Officials and working people encouraged the soldier-builders going to the construction sites.
  Heavy machines have begun to work at the new sites of regional industry revolution.
