The project started in 2021, the first year of implementing the plan of building 50,000 flats in Pyongyang presented at the Eighth Congress of the Workers' Party of Korea, and progressed apace as planned.

Unlike Ryomyong Street, the 80-storied apartment house and all other dwellings and buildings and the street formation were designed in a peculiar way in the Songsin and Songhwa area.
That day, ComradeKim Jong Un said that officials should design the streets to be built in Pyongyang more peculiarly without resting content with the present success.

And he noted that the designers are those who write the history of Juche-oriented architecture with designs, pioneers of the future and artists drawing the appearance of Pyongyang, the appearance of the Democratic People's Republic of Korea, in the 22nd century."
This instruction represented the great trust of ComradeKim Jong Un wishing the designers bigger successes in drawing a blueprint for the prosperity of the country which is making a leap forward and rapid progress.
