2nd-day sitting of 7th Session of 14th SPA of DPRK held

The second-day sitting of the Seventh Session of the 14th Supreme People's Assembly of the Democratic People's Republic of Korea was held at the Mansudae Assembly Hall on September 8.
The respected Kim Jong Un, General Secretary of the Workers' Party of Korea and President of the State Affairs of the Democratic People's Republic of Korea, was present at the session to clarify the administrative policies of the DPRK government.
He made a historic policy speech.
The deputies to and observers of the SPA reverentially listened to the policy speech of Kim Jong Un that indicated the immediate orientation of struggle and policy tasks of the DPRK government for achieving prosperity of the state and improving the people's well-being in line with the requirements of the stage of overall development of the socialist construction.
When Kim Jong Un wound up his policy speech, all the participants expressed full support and approval to it with stormy cheers and enthusiastic applause, full of infinite excitement and joy of having received the guideline for state development, a great action programme promising the infinitely bright prospect of the DPRK which will win victory after victory along the road of independence, justice and prosperity by dint of self-reliance.
The session discussed the third agenda item "On the Policy of Nuclear Force of the Democratic People's Republic of Korea".
A report on the agenda item was made by Deputy Pak Jong Chon, Member of the Presidium of the Political Bureau of the Central Committee of the WPK, Vice-Chairman of the Central Military Commission of the Party and Secretary of the Party Central Committee.
The reporter said it is a lawful requirement of the prevailing situation and the development of the nuclear force of the DPRK to legalize the policy of the state nuclear force so that the nuclear force, the mainstay of the state defence force, can perform its crucial mission with responsibility.
He continued: Our state has lived under constant nuclear threat of US imperialism. It is necessary for our state to develop its nuclear force corresponding to it and steadily strengthen it. It is the best policy and the supreme duty our people take upon themselves for the revolution and the future.
The law on the policy of the state nuclear force will be a powerful legal guarantee of further consolidating the position of nuclear state of the DPRK and ensuring transparency, consistency and standard of the policy of nuclear force, he stressed and explained every item of the draft law which fully stipulates the contents on the mission and operation of the nuclear force of the DPRK.
The Standing Committee of the SPA brought the draft law of the SPA "On the Policy of Nuclear Force of the Democratic People's Republic of Korea" for deliberation at the Assembly according to Article 95 of the Socialist Constitution.
Speeches on the third agenda item were made.
They were made by Deputy Ri Pyong Chol, Secretary of the Party Central Committee, on behalf of the Central Committee of the WPK; by Deputy Kim Tok Hun, Premier of the Cabinet, on behalf of the Cabinet of the DPRK; by Deputy Jong Kyong Thaek, Director of the General Political Bureau of the Korean People's Army on behalf of the KPA; and by Deputy Mun Chol, Chairman of the Central Committee of the Socialist Patriotic Youth League, on behalf of the youth and students.
The speakers said: The policy of nuclear force of the DPRK is the justest policy firmly defending the destiny of the country and nation from the aggressive moves of the hostile forces and guaranteeing the eternal future. Legalizing it is a historic event that further consolidates the position of the DPRK as a responsible nuclear power and solemnly declares at home and abroad that our nukes will never pardon those trying to harm the fundamental interests of the state.
They referred with excitement to the undying revolutionary achievements of Kim Jong Un who accomplished the great historic cause of completing the state nuclear force braving a thorny path with devoted efforts of patriotism and self-sacrificing spirit and ensured the everlasting prosperity of the nation and the eternal happiness.
They unanimously said: The nuclear force of the DPRK is a fruition of the priceless sacrifice and severe trials of the Korean people, a proud crystallization of the principled and consistent self-defensive line of the DPRK government and the gains of the Korean revolution. At the same time, it is the most reliable and absolute guarantee of defending the human rights and national power. It is a just and inevitable legal right of our state to operate the nuclear force in keeping with the demand and interests of our people and revolution.
It is our steadfast stand that socialist construction, happy life of the people and bright future of the children are guaranteed by the powerful nuclear force, they said and fully supported and approved the settlement of the policy of nuclear force as the state law.
The deputies to the SPA passed with unanimous approval the law on the policy of nuclear force which is of important significance in the existence and development of the DPRK.
The session adopted the decree of the SPA of the DPRK "On the Policy of Nuclear Force of the Democratic People's Republic of Korea".
The session discussed an organizational issue as its fourth agenda item.
A member of the Standing Committee of the SPA of the DPRK was recalled and by-elected.
Members of the sectional committee of the SPA were recalled and by-elected.
A closing address was made by Choe Ryong Hae, Chairman of the Standing Committee of the SPA.
